I don't get why don't just ban his IP? Its not that hard, I have run a forum before I know how to do it with .tk .darkbb and so on.

problem is that forum and shoutbox are explicit seperate. its a free shoutbox so we cant manage it much.

he has to be in another residence to do that.. For an example home at a friends house.
Just IP ban him and he won't be able to connect to the forum at his own house.

Well this other PC can't be located at the same house, unless his family is so stupid that they pay for internet to two different companies. Or if he has wireless, then thats of course a different case.. but IP should terminate him from the forum.
